Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

There are three vacancies, one each in Guatemala, Dominican Republic and Ecuador. These position are located at the Joint Interagency Task Force South (JIATF-S), Intelligence and Security Directorate.

Duties

Help

  • Conduct intelligence analysis and production concerning the operational methods, capabilities, vulnerabilities, actions, and threats posed by transnational criminal/drug-trafficking organizations.
  • Collect, review, interpret, evaluate, and integrate data from multiple sources to analyze targeted activities and organizations.
  • Maintain liaison with intelligence agencies and components, law enforcement agencies, and in-country embassy team to discuss analytical problems and production requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Duty is performed at an OCONUS station and may require changes in duty hours, including nights, weekends, and holidays.
  • Personal behavior must not offend mores, customs, or laws of the host nation.
  • Temporary Duty (TDY) travel may be required less than 25% of the time.
  • Must complete a pre-appointment physical.
  • Must have working knowledge and proficiency of the Spanish language.
  • Must be able to obtain and maintain diplomatic credentials and permission of Chief of Mission to remain in country.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as experience collecting, reviewing and interpreting all source intelligence from various automated systems, producing all source intelligence analysis and reports to identify and mitigate threats and collaborating with Federal and international law enforcement and intelligence organizations to implement strategic plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

SELECTIVE PLACEMENT FACTOR: In addition to the specialized experience, this position also has a selective placement factor that must be met prior to appointment to the position.

This position requires fluency in the Spanish language orally and in writing. You must be fluent in Spanish language orally and in writing.

  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. The availability and level of care provided by host nation medical facilities varies by location. Movement overseas may require a change in your health benefits plan to ensure coverage.
