About the roleThe Programme Officer plays a key role in delivering Climate Group's Subnational Governments and Under2 Coalition strategy at a global level, supporting engagement with states and regions across multiple geographies while drawing clear connections to Climate Group's wider systems change and private sector work. The role supports targeted recruitment of subnational governments, maintains strong and responsive follow up with members, and ensures clear, consistent communication across a diverse international context.
The position involves supporting the delivery of high quality regional and global events, delegations, and political engagements, as well as preparing well-structured briefing materials and ensuring smooth coordination of logistics and project delivery. A core responsibility is coordinating data and tracking progress to surface compelling stories of subnational climate leadership, ensuring regional and thematic activity contributes directly to the organisation's broader mission to accelerate global climate action.

Key responsibilities will include:Government recruitment and pipeline development
- Driving outreach to prospective Under2 governments, managing recruitment lists, preparing compelling introductory messages and tracking engagement across the pipeline.
- Keeping a well organised CRM and contact pipeline, ensuring prospects move smoothly through each stage of the recruitment journey.
- Preparing polished briefing materials, onboarding packs and targeted follow up content to help convert interest into active Under2 Coalition membership.
- Coordinating and scheduling recruitment calls, introductory meetings and follow up conversations to support a steady flow of new government prospects.
Engagement and relationship coordination
- Providing structured administrative support to maintain strong relationships with existing Under2 members and signatories, ensuring timely updates and accurate contact management.
- Supporting alignment between subnational engagement and Climate Group's wider systems programmes by maintaining clear communication channels and ensuring relevant opportunities are shared with governments in a timely and coordinated way.
- Supporting engagement with strategic partners by organising meetings, preparing agendas and delivering follow up actions with momentum and clarity.
Programme coordination and delivery- Coordinating logistics for Under2 Coalition events and meetings globally, including invitations, registrations, travel coordination and preparation of high-quality materials.
- Supporting programme delivery through research, drafting summaries and organising team resources to ensure information is accessible and up to date.
- Maintaining trackers, shared folders and project management tools that help the team stay aligned and on schedule.

Essential- Understanding of national and subnational government structures and interest in climate policy, including decarbonisation, mitigation and resilience.
- Spanish language skills at C1 level or above, or equivalent native fluency.
- Experience supporting delivery of projects, events or coordinated activities.
- Strong attention to detail, with confidence managing data, pipelines and engagement trackers.
- Ability to work effectively across international and cross-cultural teams in a matrix environment.
- Strong relationship building skills with national and subnational stakeholders and partners.
- Clear and confident written and verbal communication skills, including producing summaries and short presentations.
- Strong organisational skills with the ability to manage multiple tasks at pace.
Desirable
- Experience in feeding into fundraising concept notes, bids and proposals.
- Prior experience feeding into strategy development and thought leadership.
- Technical command over MS Office (Excel, Word, PPT etc.) and operating knowledge of HubSpot.

Where you'll workYou'll be based in our Amsterdam office located in Houthavens with views over the Ij river and enjoy the benefits of flexible and hybrid working: 3 days in the office and 2 days from home. The role will require occasional international travel.

This is a fixed-term 12-month position with the intention to renew based on performance and funding. The salary offered is €2,500 - €2,576 per month (FTE), based on experience. The 8% statutory holiday allowance is paid in addition.
